Before Your Overseas Fan Event Registration Goes Live: Who Controls Participant Data?

Before launching an overseas fan-event signup form, agree who collects each field, who may see the list, and who deletes it after the event. Consider a hypothetical event featuring a Japanese voice-actor guest: the ticketing provider, local operator and event organizer may all handle different parts of the participant journey. The following practical matrix is a planning example, not a claim about a completed event. It is a general overview, not legal advice. The applicable rules differ by country and field, so please confirm specifics with a qualified professional or the competent authority.

A practical handoff matrix (hypothetical example)

Stage Possible data Decision before launch
Registration Contact details, ticket count Who collects it, and who receives it from the ticketing vendor?
Check-in Booking identifier Which local staff may access it, and on what devices?
After the event Records needed for support Retention, deletion owner, and whether later marketing is permitted

These are illustrative questions, not prescribed legal requirements. Confirm the actual arrangements and applicable rules before collecting or sharing data.

1. List what is collected, why, and by whom

This step is a general working method, not drawn from a public source. Write down each data item and its purpose, who collects it (the organizer, an overseas operator, a ticketing company, the guest side), where and for how long it is stored, and who can see it. Review any item that is only collected in case it may be useful later.

2. The relevant law can change with the participant's country

According to Q&A published by Japan's Personal Information Protection Commission, when a business located abroad handles personal information in order to provide goods or services to people in Japan, Japan's Act on the Protection of Personal Information applies (Article 171). This is stated to apply whether the information is obtained directly from the person or from another business in Japan.

For the EU, the European Commission explains that a company outside the EU can fall under the GDPR when it offers goods or services (paid or free) to people in the EU, or monitors the behavior of individuals in the EU. It also explains that serving customers who merely travel to the EU, without specifically targeting individuals in the EU, does not bring a provider within the GDPR. Whether your plan is covered depends on the facts, so decide which countries your fans come from first, then consult a professional.

3. When a company in Japan passes participant data to a partner overseas

The Commission's Q&A states that when a Japanese business provides personal data to a third party in a foreign country on the basis of consent (Article 28), it must give the person certain information before obtaining that consent: the name of the foreign country, information about that country's personal information protection system, and information about the protective measures taken by the recipient.

Exceptions and required measures vary by destination and transfer arrangement; check the latest official guidance for your case. It also says the business providing the data is responsible for confirming the foreign system information, and that the Commission's published information is a supplementary reference. The Q&A also discusses separately identifying consent clauses and checkboxes in the context of financial-sector guidance. Do not treat that example as a universal requirement for event organizers; verify the appropriate consent process. Treatment may differ depending on the type of provision, such as entrusting data handling, so please check the relevant Q&A or consult a professional.

4. When an overseas organizer or operator collects data from participants in Japan

As noted above, Japan's Act can apply to a business abroad. The Commission's Q&A lists, for such a business, taking necessary and appropriate security control measures after understanding the personal information protection system of the country where the data is handled (Article 23), and making the foreign country's name and the measures taken in light of its system available to the person concerned for retained personal data (Article 32, paragraph 1, item 4). Before signing an agreement, it helps to discuss whether the partner understands these points and who will prepare the privacy notice shown to participants, and in which language.

5. Agree in advance on internal and partner arrangements

This point is also a general working method, not drawn from a public source. Decide in the early planning stage: the contact point for inquiries and deletion requests and the languages it handles; which vendors handle operations or ticketing and within what scope; the order of contact between you and your partner if a leak is suspected; how information about guests and performers is handled and how far it may be shared; the retention period and who deletes data after the event; and who reviews the language of consent and notice texts.
