Before You Sell Tickets for a Voice Actor Event in Japan: Five Points on Resale Prevention and Identity Checks

For companies hosting events with Japanese voice actor guests, managing how tickets circulate is worth deciding early, alongside booking guests and a venue. Japan has a law against improper ticket resale, and organizers are asked to take steps to keep ticket distribution fair. This article summarizes five points to organize before sales begin, based on public information from the Agency for Cultural Affairs and others. It is general information, not legal advice. Please confirm individual decisions with a specialist or the Agency for Cultural Affairs.

Overview of Japan’s Ticket Resale Prohibition Act

The law’s formal name is the Act on the Prohibition of Improper Resale of Specified Admission Tickets and Ensuring Proper Circulation of Admission Tickets (the Japanese title is given in the section above). It took effect on June 14, 2019, according to the Agency for Cultural Affairs. According to a column in the Consumer Affairs Agency’s white paper, the law prohibits improper resale of specified admission tickets and acquiring them for the purpose of improper resale. Improper resale means paid transfer, without the event organizer’s prior consent, with the intent to do so repeatedly, at a price above the original sale price. A Tokyo metropolitan consumer information document states that violators face imprisonment of up to one year, a fine of up to 1 million yen, or both, and that individuals as well as businesses are covered.

1. Check whether your tickets meet the requirements of a specified admission ticket

Tickets protected by the law must meet certain requirements. According to the Consumer Affairs Agency, these apply to tickets for performances such as music, entertainment, and sports held in Japan that are sold to the general public or many people, and that satisfy all of the following.

  • The ticket face (or the screen, for an e-ticket) states that paid transfer without the organizer’s consent is prohibited.
  • The date and place of the event are specified, together with a seat or a person entitled to enter.
  • For reserved seating, measures are taken to confirm the purchaser’s name and contact details, and this is stated on the ticket. For unreserved standing events, measures to confirm the name and contact details of the person entitled to enter are required.

A 2024 notice from the Agency for Cultural Affairs also warns that tickets which do not meet the requirements are not protected by the law. It gives the example of a ticket that shows the purchaser’s name but lacks a statement that name and contact details were verified. Even if you delegate sales to an outside ticketing company or your own system, check at the specification stage whether these statements will appear.

2. Decide the scope of the transfer ban and how exceptions are handled

The law targets repeated resale above the sale price without the organizer’s consent. How to handle a purchaser who suddenly cannot attend is a matter of the organizer’s own policy. The Agency’s materials do not give specifics on this, so what follows is a general suggestion not based on the sources. For example, decide before sales whether you will allow only refunds or resale at face value, whether to allow a name change for a companion, and where inquiries should go, and state this on the purchase page.

3. Choose between identity checks at entry and an official resale service

The 2022 and 2024 notices from the Agency for Cultural Affairs and the Japan Sports Agency ask organizers, under Article 5 of the Act, to take appropriate measures in light of cost and preventive effect. The examples given are identity checks at entry, and building or using a resale site or service. Identity checks affect staffing and entry queue times, while resale requires system cost and operation. Because venue size, attendance, and pre-show flow differ for each voice actor event, it is practical to discuss the options with the venue and the ticketing company, based on your budget and staffing.

4. Align your warnings to buyers and your announcement text

The same notices ask organizers to cooperate with the public awareness activities under Article 7, such as posting posters and alerting ticket buyers. Keep the wording consistent across your website, social media, purchase page, confirmation email, and on-site signs, so that the prohibited acts and the contact point are described the same way. If many buyers are overseas, prepare Japanese and English versions and check that translation does not change the meaning (this part is a general suggestion).

5. Sequence guest confirmation and sales, and organize personal data handling

Announcing a guest or selling tickets before the appearance is confirmed makes any change or cancellation harder to manage. FounderBank’s page for booking Japanese voice actors for events says that a voice actor should not be announced until the appearance is confirmed. Plan to start sales only after appearance conditions and permission to announce are confirmed. Also, since you will collect names and contact details, organize the purpose of collection, retention period, and agreements with service providers in advance. Rules on personal data in a buyer’s country of residence may also apply, so please confirm this with a specialist.

About FounderBank’s event voice actor booking

FounderBank’s page for booking voice actors for events says it accepts inquiries about arranging appearances by Japanese voice actors at events in Japan and overseas, and mentions casting review, coordination with talent agencies, defining the scope of work, confirming rights matters, and event planning support. The site does not describe ticket sales, audience promotion, or legal judgments as part of its offering, so please confirm ticket design with a ticketing provider or a specialist. FounderBank does not guarantee the appearance of any specific voice actor or any confirmed booking, and availability must be checked individually.
