Crowd Management for Game and Anime Events: Five Points for Organizers to Decide in Advance

Game and anime events tend to draw visitors to the same place at the same time, around popular guests or new announcements. When entrance lines, merchandise sales, the area in front of the stage and the exit routes overlap, crowding can harm not only the visitor experience but also safety. Drawing on public materials, including a report by Tokio Marine dR Co., Ltd. dated March 10, 2023, this article organizes five points that an organizing company should decide in advance. What is needed depends on each venue and event, so please read this as a general overview.

Materials we looked at

  • Tokio Marine dR, a report on the importance of crowd management at events, written in light of the crowd crush in Itaewon, Seoul, in October 2022, with recommendations for event organizers.
  • A reference document on crowd security (zattou keibi) posted on the website of Japan's Fire and Disaster Management Agency in connection with a review committee. The document itself does not state its issuer or date, so we treat it as reference information only.

1. Decide who is responsible and how roles are divided

The report cites the lack of a clear organizer, and therefore unclear responsibility, as one background factor in the Itaewon accident. It recommends that, when several organizations are involved, roles be confirmed and discussed carefully. At game and anime events, the organizer, the venue, an operations contractor, exhibitors and a security company are often all involved. Confirm in writing, before the event, who manages visitor numbers and who decides on entry restrictions or cancellation.

2. Assess difficulty, and set limits and decision criteria

The report suggests checking factors such as the number of participants, freedom of movement, the level of excitement, the size of the venue and whether alcohol is served, and reviewing the plan if many of them are rated as difficult. It also recommends deciding in advance what to do when a standard is exceeded, because attendance is hard to predict, especially at outdoor or non-ticketed events. The reference document says that a crowd security plan starts from confirming the safe capacity of the venue and then sets detour routes, evacuation areas, the placement of guards and the means of public notice.

3. Venue layout, danger spots and emergency routes

The report lists entrances and exits, stairs and slopes, intersections and blind spots as places that need warnings and staff, and it calls for keeping routes open for transporting the injured and for police and fire services to enter. It also mentions equipment such as ropes, whistles and loudspeakers. Check on the floor plan whether waiting lines for the stage, lines for merchandise and the flow toward the exits cross each other.

4. Advance notice to visitors, and coordination with the surrounding area

The report recommends advance notices that encourage staggered arrival and departure and the use of stations other than the nearest one, and it introduces a case in Shibuya Ward, Tokyo, where such appeals were made in several languages. If overseas visitors are expected, consider the languages and channels of your notices early. The report also recommends sharing information with the police, fire services, railway operators and other parties in the area. The reference document explains that the police advise organizers, and that an organizer may prepare its own security plan and entrust part of the work to a security company. Procedures differ by region and event size, so please check early with the local police, fire department and the venue.

5. Monitoring on the day, and decisions based on predetermined triggers

The report recommends monitoring headcount and line length on the day and acting on predetermined triggers: adding staff, restricting entry, changing the program, or postponing or cancelling. It warns that changing the plan abruptly on the spot can lead to serious accidents. Decide who monitors, how, which numbers or conditions act as triggers, how staff are notified and how visitors are told. This is a general organization of public materials; set actual standards together with the venue and qualified professionals.
